Mr. Palmer has been an invaluable member of the Fenstermaker team for 24 years. Palmer leads the Business Development Team and oversees all of the company's marketing efforts including the procurement of government contracts and new commercial business. He is a valued member of the Executive Management Team.

As Government Contracts Manager for the firm, Mr. Palmer is responsible for the performance of contract terms and conditions and he serves as a liaison with the Client's Contract Administrator. He performs contract negotiations and administrative functions on major programs and new business initiatives involving significant responsibility and liability. Mr. Palmer is the point of contact on all matters regarding contract add-ons, renewals and interpretation of existing contracts. He specializes in coordinating and managing large, multidisciplinary projects.

Palmer is also the Director of Baton Rouge Operations and manages the day to day affairs of our Baton Rouge based projects.

He is a Registered Professional Land Surveyor in the states of Louisiana, Mississippi, and Arkansas.
