Mr. James Siffert is the Director for the Construction Administration Group where he brings construction experience in this area since 1978. He served as the Supervisory Civil Engineer of the Structures Branch within the U.S. Army Corps of Engineers (USACE)—Lafayette Area Office. In that position, his primary responsibility was to oversee Quality Assurance measures for numerous and diverse construction projects averaging over $50 million in annual placement. In particular, he led a team of 10-13 project engineers and construction inspectors, assigned duties and evaluated personnel, organized workflows and coordinated contract administration work on various construction projects. Mr. Siffert also acted as the Contracting Officer’s Representative (COR) of the Structures Branch with dual COR responsibilities in the Levee and Dredging Branch. The work scope included maintaining contract files to Army standards, approving submittals, processing payment certifications, conducting closeout procedures, and completing contractor performance evaluations. Prior to assuming his supervisory role in 2009, Mr. Siffert worked as a Senior Project Engineer, specializing in oversight issues and training junior engineers and construction inspectors in performing construction contract administration.
